Extension on freeze on development costs in Halifax

The freeze on development approval costs in HRM has been extended by three years.

In a news release, the province says the expiry that was Thursday, has been pushed to November 9, 2029, to secure federal funds for infrastructure.

The cap on development fees started in 2023 and was extended by one year under the Canada Housing Infrastructure Fund agreement.

The freeze applies to charges imposed by HRM and Halifax Water on developments, that prevents new fees from being introduced and existing ones to increase.

“Federal infrastructure funding includes requirements to maintain stable development charges,” said John A. MacDonald, Minister of Municipal Affairs. “This extension keeps Nova Scotia in line with those requirements and will support continued access to federal investments needed to help drive housing and growth in our communities.”

The province says there will be flexibility on eligible charges that will be able to keep pace with inflation .
