New public housing coming to Eastern Passage

, ,

The Eastern Passage community is growing with the addition of eight new apartments on Caldwell Road, according to Minister of Housing John White.

As part of the government’s five-year housing plan, Our Homes, Action for Housing, he says the apartments are intended to be affordable, with tenants paying no more than 30 per cent of their income on rent before taxes.

White says the government is building more homes, faster, in existing residential neighbourhoods on provincially owned land, and that the apartments will be located close to amenities such as schools, daycares, transit, and shopping with opportunities for employment.

Housing Minister John White, right, and Seniors and Long-Term Care Minister Barbara Adams, MLA for Eastern Passage, talk about the eight public housing apartments that will be built at a site on Caldwell Road. The event was held today, September 24, at nearby D. A. MacDonald Manor.

In a news release, the province says 69 per cent of current public housing tenants are seniors, 25 per cent are families, and six per cent are couples or individuals younger than 58.

The Housing Agency will decide how to distribute the new units based on the current waitlist, with these units set to house about 25 people.

Penny Conway, who currently lives in public housing, says she is “happy more people will have peace of mind knowing they will have a safe, comfortable place to live, great neighbors, and rent they can afford.”

According to the province, each apartment has a patio or balcony, a private entrance, energy efficient appliances, and heat pumps. At least two apartments will be fully accessible, and others can be modified as needed.

Local architecture firm, Zzap, is now finalizing preliminary designs, with construction expected to begin next year.

In line with the overall plan, the government says they’ve committed $251 million to build 515 new public housing units for more than 1,300 people across the province. Of those, 315 are now underway or complete.

Halifax RCMP charge Eastern Passage man with arson, animal cruelty

, , , , ,

Halifax RCMP have charged an Eastern Passage man with seven offences, including arson and causing unnecessary suffering to an animal, in connection with multiple incidents in the community.

According to an RCMP news release, the man appeared in Dartmouth provincial court on July 24 and was charged with:

  • Arson
  • Uttering threats to burn real or personal property
  • Possession of a weapon dangerous to the public
  • Resisting arrest
  • Causing unnecessary suffering to an animal
  • Two counts of mischief

The man was arrested July 21 following a series of incidents that occurred between July 14 and July 21.

On July 14 at about 6 p.m., officers responded to a disturbance on Blockade Circle involving an agitated man armed with a hammer.

RCMP said the man threatened neighbours, damaged property and threatened to burn down his home. He was arrested at the scene, taken to hospital for assessment and later released.

On July 18, officers received a report that a man walking a dog near Cow Bay Road and Garrison Drive was harming the animal. According to the release, officers were unable to respond immediately. The matter was referred to Halifax Animal Services and the Nova Scotia SPCA.

Two days later, on July 21 at about 9:10 p.m., officers responded to a complaint involving a disturbance and property damage at a residence in the 0-100 block of Blockade Circle.

Police learned that an internet cable connected to a neighbouring residence had been torn down and the person responsible had fled the scene.

While at the scene, officers heard a fire alarm and saw smoke coming from a nearby home. They entered the residence and used a fire extinguisher to suppress a basement fire until Halifax Regional Fire and Emergency arrived.

The release said evidence gathered through the execution of a search warrant indicated the fire had been deliberately set.

Following his court appearance, the man was released on conditions and is scheduled to return to court Oct. 2.

IPV-related incident leads to firearms arrest in Eastern Passage

, , , , , ,

An 18-year-old man has been charged with multiple firearms offences following what officers say was a “fast-moving intimate partner violence-related situation” in Eastern Passage.

Police responded to a report of a masked man outside a restaurant on Cow Bay Road at around 8:40 p.m. on March 31. It was later determined that he was known to an employee.

The HRP Canine Unit located the man, who was wearing gloves and appeared to be hiding a weapon in his pants. During the investigation, officers found a loaded rifle, ammunition, and a prohibited magazine, which were seized.

When the man attempted to escape, police dogs caught him, and he was arrested with assistance from RCMP officers.

A search warrant was later executed at a residence on Romkey Drive, where officers seized a loaded handgun with a prohibited magazine, two long guns, ammunition, two RCMP patches, and body armour.

RCMP Sgt. Mark MacPherson said, “Given the weapons involved, this incident had the potential to be much more serious, and the teamwork on scene played a critical role in preventing harm.”

In addition to 15 firearms-related offences, the man is also charged with possession of body armour without a valid permit and possession of police shoulder patches. He also faces charges related to incidents in December and January involving the same victim.

The man remains in custody and is scheduled to appear in Dartmouth Provincial Court on April 23.
